最初の文ですが、この”document”はこの記事の中で最初に登場しているので”a”が使われていますが、温室効果ガス排出規制に関する文書はこのほかにもたくさんあるのでしょうね。”on”以下は、その文書が何について書かれているかを説明しています。”on” 以下の文だけではその”document”を限定できないというわけですね。

2番目の文では、その”document”はすでに第一文に登場しているので”the”がついています。
