Overheard: Cashing In Japan

In America, it is called cashing in. But Japan has a more elegant term for ex-bureaucrats who get cushy positions at private firms and semistate entities they used to oversee. It is called “amakudari,” or descent from heaven. Heaven being the top echelons of bureaucracy.

退職した官僚が民間や準国営の機関の適当な職につくことをアメリカでは、「キャッシュイン」と言うが、日本では優雅に「天下り」という言う。天というのは、官僚の「最上階」という意味だ。
